For years, stablecoins have been pitched as the killer app for cross-border payments: send money anywhere in seconds, for pennies, rendering expensive wire transfers obsolete. The Banca d'Italia just stress-tested that promise with actual money. The results are more nuanced than either side of the debate tends to admit.

A Field Test, Not a Simulation

The study's strength lies in its method. Rather than comparing advertised fee schedules, researchers conducted what they call a “mystery shopping exercise”: real transfers of $200 in USDC along ten corridors connecting Italy with Argentina, Brazil, South Africa, the UAE, and Japan. The $200 benchmark matches the World Bank's standard for measuring remittance costs.

Transfers ran in both directions, in late March, using global exchanges including Binance and Kraken, alongside local platforms. Each transfer was broken into five distinct phases: loading funds onto an exchange, buying USDC, sending them on-chain, selling them, and withdrawing local currency. The blockchain does exactly what it promises. It moves value across the planet quickly and cheaply. The problem is everything else. The vast majority of the cost accumulates at the entry and exit points of the crypto ecosystem: exchange commissions, hidden margins baked into currency conversion spreads, and the bank wire fees required to fund and withdraw from exchanges. This is the “last mile” problem, and it's where the theoretical edge of stablecoins gets eaten alive.

The results tell a more nuanced story: on certain corridors, stablecoins proved cheaper than traditional services, outperforming even efficient operators like Wise. On others, they were more expensive. The advantage exists, but it depends heavily on the specific corridor and the quality of local financial infrastructure.

The same applies to speed. Where well-integrated instant payment systems exist, the full operation can complete in under twenty minutes. But where traditional bank wires are still required for funding or withdrawal, timelines stretch to one or two business days. The stablecoin is only as fast as the slowest link it's connected to. This isn't a picture of failed technology. It's a picture of technology whose potential is still constrained by the infrastructure surrounding it.

The Lesson: The Blockchain Isn't the Bottleneck

This is the study's most valuable insight, and it extends well beyond stablecoins. The bottleneck in cross-border payments is no longer the value-transfer technology itself, which works fine, but the legacy infrastructure at each end of the chain. Exchange commissions, slow banking systems, expensive currency conversions: these are the real enemies of cheap payments, not any shortage of blockchain capability.

Governor Fabio Panetta had already pointed in this direction, arguing that stablecoins can work in selected corridors but aren't a universal answer, and that the real priority should be upgrading national payment infrastructure and interconnecting fast payment systems across countries. The revolution, in other words, isn't completed by tokenizing the transfer itself. It's completed by integrating the entire payment chain, start to finish. That's the same challenge driving major industry moves, from Mastercard acquiring stablecoin infrastructure to banks tokenizing their own funds: everyone is trying to solve that last mile.

The Bigger Picture

The Banca d'Italia study is valuable because it replaces hype with data, and delivers an honest snapshot of where we actually are. Stablecoins aren't the magic wand some have sold them as, but they're not a failure either: they're a powerful tool whose edge is frequently neutralized today by a surrounding financial system that remains slow and expensive.

It'll belong to whoever can integrate the full chain, from first to last touchpoint, into a seamless and affordable experience. The technology works.
